Key Features of PGWP

  • Open Work Permit: Work for any employer in Canada without the need for a Labour Market Impact Assessment (LMIA).
  • Duration: The PGWP’s validity depends on the length of your study program (up to a maximum of 3 years).
  • One-Time Issuance: A PGWP is issued only once in a lifetime.

Eligibility Criteria for PGWP

To be eligible for a PGWP, international graduates must:

  1. Complete an eligible program: The program must be at least 8 months long and offered by a DLI.
  2. Maintain full-time student status: Throughout your study program, except for authorized leave.
  3. Graduate from an eligible program: Programs include certificate, diploma, or degree programs from a post-secondary institution.
  4. Apply within 180 days: Graduates must apply for the PGWP within 180 days of receiving their final marks or graduation confirmation.
  5. Hold a valid study permit: At the time of applying or have held one within the last 180 days.

Note: If you completed your studies online or through a hybrid program during the COVID-19 pandemic (until August 31, 2024), you may still qualify for a PGWP as per IRCC's temporary measures.

PGWP Validity Period

The duration of your PGWP depends on the length of your program:

  • Programs 8 months to less than 2 years: PGWP validity matches the length of the study program.
  • Programs 2 years or more: PGWP may be issued for 3 years.
  • Multiple programs: If you complete more than one eligible program, you can combine the length of the programs to determine your PGWP validity.

Program and Language Requirements Based on Degree

If You Graduated with a University Degree (Bachelor’s, Master’s, or Doctoral Degree):

  • Language Requirement: Minimum CLB 7 in English or NCLC 7 in French.
    • IELTS: 6.0 in each band (Listening, Reading, Writing, and Speaking)
    • CELPIP: 7 in each skill area
  • Program Length:
    • Outside Quebec: Minimum 8 months.
    • In Quebec: Minimum 900 hours.
  • Field of Study: No restrictions.

If You Graduated from Any Other University Program:

  • Language Requirement: Minimum CLB 7 in English or NCLC 7 in French.
    • IELTS: 6.0 in each band (Listening, Reading, Writing, and Speaking)
    • CELPIP: 7 in each skill area
  • Program Length:
    • Outside Quebec: Minimum 8 months.
    • In Quebec: Minimum 900 hours.
  • Field of Study:
    • Applications before November 1, 2024: No field of study restrictions.
    • Applications on or after November 1, 2024: Must be in an eligible field of study.

If You Graduated from a College or Other Non-University Program:

  • Language Requirement: Minimum CLB 5 in English or NCLC 5 in French.
    • IELTS: 5.0 in each band (Listening, Reading, Writing, and Speaking)
    • CELPIP: 5 in each skill area
  • Program Length:
    • Outside Quebec: Minimum 8 months.
    • In Quebec: Minimum 900 hours.
  • Field of Study:
    • Applications before November 1, 2024: No field of study restrictions.
    • Applications on or after November 1, 2024: Must be in an eligible field of study.

If You Graduated from a Flight School:

  • Additional Requirements:
    • You must have a Canadian commercial pilot’s license, OR
    • Be in the process of obtaining an instructor’s rating with a job offer as a flight instructor from a DLI.
  • Program Length:
    • Minimum 8 months or 900 hours.
  • Language Requirement: No language requirement.
  • Field of Study: No restrictions.

How to Apply for PGWP

Follow these steps to apply for a PGWP:

  1. Prepare your documents:
    • Completion of studies proof (e.g., official transcript, graduation letter)
    • Valid passport (ensure it has enough validity)
    • Study permit (valid or expired within 180 days)
    • Application form (IMM 5710)
  2. Submit your application: You can apply online through the IRCC portal.
  3. Wait for approval: Processing times vary but are usually between 80-120 days.
  4. Start working: You can start working full-time if you have applied for a PGWP before your study permit expires.

PGWP and Permanent Residency Pathways
